What is the REBECA Network and who are its members?

REBECA is the Low Carbon Economy Network for the period 2014-2020. The network is a coordination, promotion and support mechanism for the management and evaluation of actions regarding the Low Carbon Economy co-financed by Structural Funds, as well as a necessary instrument to share good practices and disseminate the results of projects in energy efficiency, renewable energies and energy networks that receive European funding. 

The Low Carbon Economy Network is made up of:

Bodies responsible for the Community Funds of the General State Administration (Directorate General of European Funds, DGFC: Sub-directorate General of Programming and Sub-directorate General of ERDF)

Bodies responsible for the Low Carbon Economy policies of the General State Administration (IDAE, Spanish Office of Climate Change, Secretary of State for Energy, General Directorate of Architecture, Housing and Land)

Bodies responsible for the Community Funds of the Autonomous Communities

Bodies responsible for the Low Carbon Economy policies of the Autonomous Communities

Representatives from Local Entities (FEMP)

Representatives from the other sectoral networks (Environmental Authorities Network, Urban Initiatives Network, R&D Network and Equality Network)

Representatives of other Funds (EAFRD, ESF and EMFF)

European Commission (DG REGIO and DG ENER).

What was the founding objective of REBECA?

The Regulations of the Community Funds for the new 2014-2020 programming period give a major importance to Thematic Objective 4: Low Carbon Economy (OT4), by including it among the objectives of the priority areas and, within these, granting it a preferential character.

The Spanish programme ERDF 2014-2020 is perfectly aligned with these new requirements and has significantly increased the allocation to the OT4, multiplying it by 10 with respect to the allocation of the period 2007-2013. 

All the Regional Operational Programmes and the Multiregional Operational Programme for Sustainable Growth have assigned important allocations to actions included in the OT4, co-financing lines in which it is necessary to ensure that the required coordination exists.

The Association Agreement between Spain and the European Commission for the period 2014-2020 attaches great importance to the networks, noting that they respond to the principles of coordination, partnership and multi-level governance and fulfil the following functions:

Coordination in the management of cohesion policy funds, among the different actors and instruments, to eliminate duplication, strengthen the integrated approaches among the Funds, promote synergies, and favour coordination.

Analysis of the contribution of the ESI Funds to the development of the sectors and their coordination with other Community and national policies.

Serve as an exchange of experiences and dissemination of good practices in their field.

Analysis of technical problems arising from the application of Community and national legislation in actions financed with ESI Funds.

Aspects related to the management of the Funds.

The European Commission has created a Network of Fund and Energy Managing Authorities (EMA Network) in which representatives of the Community and Energy Funds of the 28 Member States participate, as well as experts from DG REGIO and DG ENER, and sometimes others such as DG COMP. In this Network, information is exchanged about the application of Community Funds to the energy field and, in particular, to the Low Carbon Economy in the period 2014-2020.

In view of all the above, it is necessary to create a Low Carbon Economy Network in Spain, which is configured as a coordination, promotion and support mechanism for the management and evaluation of actions regarding the Low Carbon Economy co-financed by Structural Funds, as well as a necessary instrument to share good practices and disseminate the results of projects in energy efficiency, renewable energies and energy networks that receive European funding.
