Project description

IDAE Pilot Project for the integrated management of a town’s street lighting installations through an ESCO, including reforming and adapting these installations to meet the new energy efficiency demands without incurring costs for the Town Council.

The IDAE subscribed to a Collaboration Agreement with Soto del Real and with the Spanish Lighting Committee (CEI) to carry out this project, supervising the whole process and giving assistance to the Town Council throughout the contract process. Soto del Real’s street lighting installation has achieved ISO 50.001 certification.

Technical data

Initial illumination: Sodium vapour and mercury vapour street lamps.

Final illumination: Integral transformation to LED.

3,277 lights and 57 control panels.

Investment made: € 2,032,148

Initial consumption:  1,982,472 kWh/year

Forecast final consumption:  404,580 kWh/year

Energy saving achieved: 80%

Cost to the ESCO: 391,002 Euros annually (a reduction of 10.7%)

Contract Duration: 20 years

Successful bidder: FERROSER FERROVIAL SERVICIOS.

Repeatability

As this project is applicable to any lighting installation, its extrapolation to the 295 Spanish municipalities with more than 25,000 inhabitants would represent transforming more than 2 million light points and 360,000 MWh/year of associated electricity consumption, with investments of more than € 500 million in lighting equipment, and where the ESCO would manage an annual billing of more than € 40 million in electricity supply and € 90 million in maintenance operations.
