Energy efficiency is a valid strategy to solve the problem of scarce public funds and can help to reduce the serious energy and climate problems. Thus, the public sector must lead by example when considering investments, maintenance, and energy management of its buildings, facilities and equipment.

In the public buildings sector, there is a significant potential for energy saving, which, however, is difficult to realise due to a series of administrative and legal barriers. An example of this is in the public-sector budget: the budget allocated to investment in technologies (which are consumers of energy) is different from the budget allocated to the supply of energy to, and the maintenance of, that equipment. This division between two isolated areas poses difficulties when using energy efficiency criteria to select new equipment, since only the initial economic investment is considered without linking it to the energy and maintenance bill throughout the useful life of the installation.
