Idae
The European Commission has committed to increasing the European greenhouse gas emissions reduction target for 2030, setting it at a minimum of 55% compared with 1990 levels. This target entails a series of national commitments, including a highly ambitious cumulative final energy savings target for the 2021–2030 period. Achieving this target, which is set out in Article 8 of the new Energy Efficiency Directive, will require the joint efforts and cooperation of all stakeholders involved, including public administrations. In Spain’s case, this target translates into cumulative final energy savings of 53,593 ktoe by the end of the decade.
This work forms part of the reporting cycle of the National Integrated Energy and Climate Plan (PNIEC), which requires Spain to submit a progress report to the European Commission every two years.
The methodologies and guides published here support the preparation of the next national progress report and build on the report already published for the 2021–2023 period.

IDAE provides support to any public-sector entity that has implemented energy-saving and energy-efficiency measures and wishes to contribute to this objective by reporting its energy savings to the European Commission. In addition, IDAE provides these entities with a web platform where relevant information, training resources, methodologies and other materials are shared.
